A successful, well-used and secure CDR will require careful design, with ongoing input from data holders, potential accredited requesters and customers throughout the drafting stage and into implementation. To be successful, a CDR must be designed for certainty, efficiency, ease of use and security, as well as respectful of customer data and its value to customers.
